GENERAL REQUIREMENTS:
1. Eligibility
The MM2H Programme is open to qualified foreign nationals from countries with diplomatic ties to Malaysia. Upon approval, the applicant will be recognised as the “Principal”.
2. Age Criteria
Applicants must be at least 25 years old for the Silver, Gold, and Platinum categories, and at least 21 years old for the SEZ/SFZ category.
3. Application Submission
All applications must be submitted through authorised MM2H tour operators licensed by the Ministry of Tourism, Arts & Culture under the Tourism Industry Act 1992 [Act 482].
4. Approval Authority
All applications, whether new or renewal, are processed through the One Stop Centre (OSC MM2H). Immigration-related matters, including final approval and appeals, fall under the jurisdiction of the Ministry of Home Affairs via the Immigration Department.
A one-time participation fee is payable by all successful applicants, based on the selected category.
Category Participating Fee (Per principal application)
Participants below the age of 50 are required to stay in Malaysia for a minimum of 90 cumulative days per year.

Note: Platinum category participants are allowed to employ foreign domestic helpers.
Participants are entitled to tax exemption on foreign-sourced income, including earnings generated from fixed deposits.
Participants are allowed to receive long-term medical treatment in Malaysia throughout the validity of their MM2H pass.
Dependants are permitted to pursue education in Malaysia, including enrolment in government-recognised higher education institutions.
Certain categories allow participants to engage in business activities, investments, or employment opportunities, subject to applicable conditions.
Category Permission
The MM2H pass is renewable and tied to the validity of the participant’s passport. If the passport expires earlier, the pass must be transferred and updated accordingly.

The MM2H pass is renewable every five (5) years or based on passport validity. Applicable fees include:

In the event of the Principal’s passing, the MM2H pass may be transferred to the next-of-kin among the registered dependants.
