REQUIREMENTS AND REGULATIONS

GENERAL REQUIREMENTS:

1. Eligibility
The MM2H Programme is open to qualified foreign nationals from countries with diplomatic ties to Malaysia. Upon approval, the applicant will be recognised as the “Principal”.

2. Age Criteria
Applicants must be at least 25 years old for the Silver, Gold, and Platinum categories, and at least 21 years old for the SEZ/SFZ category.

3. Application Submission
All applications must be submitted through authorised MM2H tour operators licensed by the Ministry of Tourism, Arts & Culture under the Tourism Industry Act 1992 [Act 482].

4. Approval Authority
All applications, whether new or renewal, are processed through the One Stop Centre (OSC MM2H). Immigration-related matters, including final approval and appeals, fall under the jurisdiction of the Ministry of Home Affairs via the Immigration Department.

01. Financial Requirements

Applicants are required to place a fixed deposit (FD) in a Malaysian financial institution licensed under the Financial Services Act 2013 [Act 758] or the Islamic Financial Services Act 2013 [Act 759]. Up to 50% of the deposit may be withdrawn after approval for purposes such as property purchase, education, medical expenses, or tourism-related activities in Malaysia.

02. Participating Fee (One-Off)

A one-time participation fee is payable by all successful applicants, based on the selected category.

03. Minimum Length of Stay

Participants below the age of 50 are required to stay in Malaysia for a minimum of 90 cumulative days per year.

04. Medical Check-up

All approved participants and their dependants are required to undergo a COMPULSORY medical check-up at clinics or hospitals appointed by the Ministry of Tourism, Arts & Culture.

05. Purchase of Residence

Participants are required to purchase and own a residential property after approval. The property cannot be sold within 10 years, unless it is replaced with another property of higher value.

06. Dependants

Participants may include the following dependants under their application:

Spouse
Children (biological, step, or adopted) below 21 years old
Children aged 21–34 (must be single and not employed in Malaysia)
Disabled children (no age limit, with medical certification)
Parents and/or parents-in-law

Note: Platinum category participants are allowed to employ foreign domestic helpers.

07. Category Benefit

Participants are entitled to tax exemption on foreign-sourced income, including earnings generated from fixed deposits.

08. Medical

Participants are allowed to receive long-term medical treatment in Malaysia throughout the validity of their MM2H pass.

09. Education

Dependants are permitted to pursue education in Malaysia, including enrolment in government-recognised higher education institutions.

10. Business/Investment Activities/Career Opportunities

Certain categories allow participants to engage in business activities, investments, or employment opportunities, subject to applicable conditions.

12. MM2H Pass

The MM2H pass is renewable and tied to the validity of the participant’s passport. If the passport expires earlier, the pass must be transferred and updated accordingly.

13. Terms of Renewal of MM2H Pass

Before completion of programme tenure:

The MM2H pass is renewable every five (5) years or based on passport validity. Applicable fees include:

Applicants must submit updated documents, including:

Valid passport copy
Latest medical report
Health insurance

Category Fee

All renewal applications must be submitted to the One Stop Centre (OSC MM2H) or the Immigration Department of Malaysia.

14. Change of Principal

In the event of the Principal’s passing, the MM2H pass may be transferred to the next-of-kin among the registered dependants.
